Cecil doesn't usually pay a great deal of attention to the costumes the Tributes are given, except to note their relevance to the Arena theme or to comment on the creative ways in which Tributes turn them to their own survival. But for the newcomer, he's more than willing to look again - and it's true! Even the corpses in the parking garage look simply darling in their soft, warm pajamas.

"It certainly does give the Arena that nice, cozy feel, doesn't it?" he says fondly, with a wide smile for Victory - whom he does not recognize, but toward whom he is already feeling warmly. Being heard of has that effect on him.

"It may be," he tells her, in answer to her question (smoothly, he hopes, casually, not too excited, dignified), "that we have stood near each other before, and I have spoken unaware of the proximity of your ears. It may be that you have heard me at a distance, in the close unfamiliarity of a crowd, and are only now reminded of what you have since had no cause to think about. It may be that you have never heard my voice at all, but only the voice of one similar, at a distance or over a screen or, perhaps, in the dim half-reality of a dream."

And, with a shrug-- "Or you heard me on the network. I used to fill in for Tiberius Filmore sometimes, you know, on that one morning show? So, yeah."
